Case study · National policy campaign

The brief
The Government of Uganda was preparing to launch the Early Childhood Care and Education Policy—a national framework intended to shape how the country's youngest children are cared for, taught and supported. The challenge was to translate a complex policy into a campaign people could see, understand and participate in, while preserving the authority of a government initiative and accommodating a broad coalition of sector partners.
We built the creative system around a clear promise: Strong Beginnings, Bright Futures. It made the policy's purpose immediate and gave every communication one memorable centre.
A flexible campaign identity brought government, children, educators, families and development partners into one coherent visual world across digital, print and physical applications.
The system moved from streets to stage through a public march, stakeholder placards, branded apparel, transport, information displays, screens, podium graphics and the formal policy unveiling.
Our role







The experience
The campaign was designed as one continuous public experience. The launch began beyond the venue through a rain-soaked march bringing together children, educators, parents, sector representatives and community voices. Branded transport, apparel and stakeholder signs carried the message through Kampala before the same visual language took over the formal event.
Inside, stage graphics, LED content, podium branding, partner walls and policy information displays gave the occasion the scale and consistency of a national milestone. Working for the Ministry of Education and Sports alongside UNICEF, Early Years Count and other sector partners, we helped make a technical policy feel shared, human and consequential.
The outcome
A policy did not arrive as a document alone. It arrived as a visible public promise.
The final campaign connected every touchpoint—from digital communication and merchandise to public activation and event production—under one recognisable idea. It gave a diverse national coalition a shared visual language and helped position early childhood care and education as a responsibility that belongs to government, families, schools, communities and partners alike.
